The Livermore Planning Commission is set to host a public hearing at Tuesday’s meeting regarding a proposed 13-unit multi-family, townhome-style development and consider approving its entitlements.
Set for the southeast corner of East Avenue and Dolores Street, the 0.62-acre project site is currently occupied by a single-family home, according to a staff report prepared by city of Livermore associate planner Kam Purewal.

The applicant and owner Frank Abboud proposes to demolish the existing home to make room for the two-story development of attached rental units and one attached accessory dwelling unit. One of the residences would be reserved for rent to a very low-income household, considered to be 50% of the area median income, the report states.
The units would range in size from three to four bedrooms, spanning approximately 1,400 to 1,900 square feet. Each would include an attached two-car garage.
The site would also include four guest parking spaces, including one accessible space, and landscaping composed of approximately 50% California native plants.
In addition to the on-site changes, the applicant also plans to reconstruct the curb, gutter and sidewalk along the project frontages of East Avenue and Dolores Street, underground all utilities and construct a new shared driveway to access the site from Dolores Street.
The applicant also agreed to contribute $50,000 towards intersection improvements at East Avenue and Dolores Street. This contribution could be used for improvements such as permanent traffic calming measures or bike and pedestrian enhancements, according to the report. The off-site work would be completed as part of capital improvement projects.
Up for commissioner consideration June 17 are the housing project entitlements, including its planned development, tentative parcel map and site plan design review.
As an in-fill development meeting certain criteria, staff recommend that the project is categorically exempt under the provisions of the California Environmental Quality Act.

*Commissioners will also hold a public hearing regarding a requested, second amendment to the Lassen Road Townhome Project development agreement to modify the terms and timing of off-site improvements, including a public trail and public sewer line. This agreement vests a previously approved project of 186 two- and three-story townhomes on a vacant 35-acre site located at the end of Lassen Road, northwest of the First Street/I-580 Interchange and north of I-580.
