Proposed adjustments to the Arroyo Vista residential project, located at the southeast corner of Arroyo Vista and Las Positas Road, are set to come before the City Council on Monday night.

Councilmembers will consider increasing the height of 86 single-family detached units from two stories to three stories and dropping the requirement of a pedestrian bridge in exchange for pocket parks and additional funding from the developer, according to city staff.

Back in 2017, the “City Council approved the Arroyo Vista Project for the construction of 435 residential units, two neighborhood parks, open space, pedestrian pathways, landscaping, lighting, streetscape improvements, and a pedestrian bridge over the Arroyo Seco channel to connect the two sides of the project” for the two-parcel, approximately 29-acre piece of land, according to the city staff report.

As part of the council’s discussion on Monday, they will decide whether to remove requirement of a pedestrian bridge crossing the channel. 

According to the staff report, the previously approved bridge brought on liability and legal issues with the city and Zone 7 Water Agency, the owner and maintainer of the flood control channel.

In lieu of the bridge, the developer Trumark Homes (or TH Arroyo Vista LLC) has suggested constructing two pocket parks. The western pocket would include picnic tables under a pergola and a barbeque area on 0.14 acres of land. The eastern pocket would feature similar amenities on 0.07 acres.

A new pathway would connect the proposed western pocket park to the Arroyo Seco trail and two benches would be placed along the trail.

Additional pedestrian pathways, which were part of the original plan, would help connect the space, according to city staff.

To make up for the bridge, Trumark Homes has also offered to contribute $2 million to the city for off-site trail improvements. These funds would be split evenly between the city’s community benefit fund and social opportunity endowment fund, according to the staff report.

The modifications would also permit increased height for the single-family detached homes, which make up 86 of the 435 units on the project site. Heights would increase from two stories to three stories for a maximum of 45 feet.

If approved by the council, the eastern parcel of the project still requires a new final map and improvement plans.

In contrast, the western parcel is undergoing construction as the city has already approved its final map and improvement plans.

Aspects of the project not up for discussion include previously approved elements such as unit count, parks at the eastern and western sides of the site, eight bike stalls at each of the parks, and a paved 12-foot-wide multi-use trail along the west side of Arroyo Seco, according to city staff. The larger neighborhood park is still slated to have a clubhouse, outdoor kitchen, outdoor fireplace, lounge areas, cabanas and two pools restricted to residents and their guests.
