The Livermore City Council will consider a few routine items at its Monday night meeting, including a resolution that authorizes the city to accept permanent maintenance and release of security for phase two of the Livermore Village Parking Garage construction.
Phase two of the project involved constructing the four-level, 452-space parking garage and a 40-space surface parking lot; an access road south of the garage; landscaping and crosswalk improvements on Veterans Way and South L Street; and a historic brick arch and a pedestrian walkway connecting First Street to the garage, according to the staff report prepared by Livermore construction inspection manager Dennis Aberion.
The project was “substantially completed” Dec. 24, 2025, with some outstanding items, for a final cost of $31.6 million, Aberion said.
“Certain financial and legal matters remain unresolved,” according to Aberion, but the matters are not disclosed in the staff report.
The council is also set to adopt a resolution authorizing the city to accept permanent maintenance and release of security for the storm drain trash capture project, as well as execution of its notice of completion.
The project involved installing eight large-scale trash capture devices and 66 small capture devices, along with rerouting sewer and water lines and making pavement and curb accommodations for the devices.
The final contract amount was about $4.6 million, according to Livermore engineering specialist Joe Kuderca.
The City Council will consider an ordinance amending the contracts and purchasing chapter of the Livermore Municipal Code to restate the authority of the city engineer to approve plans, specification and designs for public works contracts. The City Council delegates the authority and is poised to waive a second reading of the ordinance.
During closed session, the council is set to conduct annual performance evaluations for City Attorney Kimberly Cilley and City Manager Marianna Burch. Mayor John Marchand and Vice Mayor Kristie Wang are also set to meet with labor negotiators regarding the salary and compensation of Cilley and Burch.
