The Danville Police Department is set to be under new leadership in the new year, with the current chief set to retire after 25 years with the Contra Costa County Sheriff’s Office and seven years at the helm of the town’s police operations.
DPD Chief Allan Shields is set to pass the torch to sheriff’s Lt. Thomas Rossberg effective Dec. 31, marking a return to Danville for Rossberg who spent four years of his 20-year tenure with the sheriff’s on assignments in several capacities in Danville.

Danville contracts for police services from the sheriff’s office, where Shields is set to return and retire from following his departure at the end of the year, according to an announcement from the town on Friday.
Town officials pointed to Shields’ efforts to expand community outreach and forge connections with residents, with his weekly “10-8” podcast, Recess with a Cop, and Citizens and Youth police academies being some examples of the initiatives he founded during his time in the position.
“During his tenure as Chief, the Town of Danville has repeatedly been named safest city of its size in California, and has implemented many cutting-edge investigation and crime prevention technologies,” town officials said in Friday’s announcement.
Prior to his time as DPD chief starting in 2017, Shields served as an investigations supervisor and administrative lieutenant in Danville.
Rossberg – who worked as a patrol officer, a K-9 officer and a field training officer in Danville from 2011 to 2015 – was selected “after a rigorous interview process,” town officials said, with the incoming chief set to be introduced at the upcoming Town Council meeting on Wednesday (Nov. 6).
Following Rossberg’s introduction at the upcoming Town Council meeting, Shields is set to be recognized by the council at their Dec. 17 meeting in his final weeks on the job.
