The Livermore City Council is set at Monday’s regular meeting to vote on three rounds of appointments for positions such as vice mayor, the city council subcommittee on advisory bodies as well as intergovernmental agencies.

Per the annual process, the newly selected vice mayor will replace current representative Evan Branning and is set to serve for the period of 2025-26, according to a staff report prepared by City Clerk Debbie Elam.

In selecting a mayor pro tempore, the mayor is invited initially to nominate a council member, followed by the city council’s deliberation and vote.

Also at the Dec. 8 meeting, staff recommends that Mayor John Marchand appoint two council members to serve on the city council subcommittee on advisory bodies, with the council’s approval, according to a second staff report prepared by Elam.

Appointed on a bi-annual basis, subcommittee members are tasked with interviewing applicants for the city’s advisory boards, commissions and committees as well as recommending appointments for confirmation by the full city council. As an exception, applicants vying to serve as a planning commissioner are interviewed by the full city council.

The forthcoming subcommittee members are set to serve in the role from Jan. 1, 2026 to June 30, 2026, posts currently held by Branning and Council member Kristie Wang. Although Branning and Wang’s six-month appointments are set to end Dec. 31, individuals can serve consecutive terms because council members are appointed for staggered terms, when possible, so at least one member has prior experience on the subcommittee, according to the staff report.

Lastly, staff recommends that Marchand make the annual appointments of city council members to various intergovernmental agencies such as regional boards, commissions and committees with the council’s approval, according to a third staff report prepared by Elam.

In other business:

During the meeting, Livermore Valley Arts CEO Chris Carter is set to present an annual update on the organization.

As part of the consent calendar — composed of items typically considered uncontroversial and decided with a single motion — the council is set to accept the Livermore Valley Arts annual report for fiscal year 2024-25.
