Livermore Councilmember Bob Carling was appointed to vice mayor Monday by Mayor John Marchand.
Carling is replacing Brittni Kiick who will now serve as a regular council member.
Marchand presented Kiick with a plaque thanking her for serving in the role for the past year, noting that he relies heavily on the vice mayor to bounce ideas off of and to fill his shoes at events where he can't be present.
Each year the mayor appoints a council member to serve as vice mayor. In even-numbered years, the vice mayor is selected at the City Council meeting where election results are certified. In odd-numbered years, the vice mayor is appointed in December.
Carling — who represents District 4 — was first elected to the council at large in 2016. He is currently in his second term which is set to expire in 2024. Prior to his election to council, he was a director at Sandia National Laboratories. He has lived in Livermore for more than 40 years.
A city staff transition was also announced Monday. Paul Spence — who currently serves as director of community development — is set to take over the role of assistant city manager next week.
Marchand presented a plaque earlier in the meeting to outgoing assistant city manager Christine Martin, highlighting her more than 21 years of service in local government and her "outstanding dedication and commitment to the Livermore community."
City Manager Marianna Marysheva shared fond remarks about Martin from their roughly 18 months of working together.
"Christine always amazed me by her compassion, kindness and interest in making a difference in the city," Marysheva said, adding that the city organization is fortunate to have "amazing internal talents," like Spence to take over where Martin is leaving off.
Marysheva highlighted some of Martin's more recent accomplishments, saying that she was instrumental in helping transition her into the city manager position when she started about a year and a half ago as well as transitioning the newest council members into their roles following the 2022 general election. Marysheva said Martin was also a key player in developing and implementing the city's first comprehensive strategic plan.
City officials told Livermore Vine that Martin will be moving to Tennessee and plans to work as a consultant, leveraging her extensive experience from Livermore to share knowledge and support other local government agencies.
Spence is set to officially start as assistant city manager on Monday (Dec. 18).
