At its regular meeting set for Monday (Oct. 24) the Livermore City Council will consider approving a revised agreement with Red Bear Property Management, Inc., the developer for the planned Blacksmith Square expansion project.
The proposed amended and restated disposition and development agreement (DDA) reflects changes to the commercial project since the previously approved 2018 DDA and updates the terms of the sale of city-owned sites to Red Bear, according to city staff's agenda report.
The Pleasanton-based development company was founded by Michael and Joe Madden, the sons of the late NFL icon and businessman, John Madden.
Under the amended DDA, Red Bear will develop approximately 12,835 square feet of new commercial retail space consistent with the City Council’s approved Downtown Plan. The proposal expands Blacksmith Square with one new building and an addition to the non-historic building at 25 South Livermore Avenue occupied by Tap 25 and Prints & Pints, city staff said.
The project also includes a new two-story, stand-alone building with a roof deck at the northwest corner of Veterans Way and South Livermore Avenue. The new commercial space is located on the eastern edge of Stockmen’s Park, expanding Blacksmith Square and closing the gap between Blacksmith Square and 39 South Livermore Avenue, occupied by Uncle Yu’s at the Vineyard and Sandia Laboratory Credit Union.
The agreement includes other public benefits such as contributions to Stockmen’s Park maintenance, constructing a public restroom and making parking spaces in the private parking area for 39 South Livermore available to the public.
The proposal also includes a request for authorization to conform the Stockmen's Park easement to this project and others on the park site as designs for the forthcoming Black Box Theater and Quest Science Center develop. The purpose of the easement is to ensure the Livermore Stockmen’s Rodeo Association has input in the development of the commercial property adjacent to Stockmen’s Park in an effort to make sure new developments don't overshadow the park and its memorial.
Among several additional agenda items, the council is also set to:
* Consider adoption of an ordinance that would amend and revise building, property maintenance, fire, electrical, residential, mechanical and plumbing codes for buildings and structures to align with the most current California State Building Standards.
* Discuss the City Council Subcommittee's recommended revisions to the council's rules of procedure and the City Council's norms, values and principles of governance. The City Council Subcommittee consists of Mayor Bob Woerner and Councilmember Bob Carling.
* Discuss the provisions in the Livermore Development Code regarding temporary signs placed on public property and in the designated public right-of-way. As part of that conversation, the council will provide direction to staff for how to address challenges with temporary signs including vandalism and theft.
* Receive an update from city staff on the fiscal year 2021-23 City Council goals and priorities and equity and inclusion work plans. This report will be the final update on the goals and priorities work plan and the status on the implementation of the Equity and Inclusion Subcommittee's recommendations that the council accepted back in July 2021.
